National emergencies can be conceptualized as a rigorous evaluation of governmental institutional capacity to address uncertainty through a systematic approach, facilitate the coordination of intricate networks, and execute timely operational measures. Nonetheless, the prevailing academic discourse has predominantly approached this phenomenon—specifically emergency governance, emergency management, and operational strategies—in a disjointed fashion. In spite of the extensive corpus of literature pertaining to these three facets of state action in the context of emergencies, a comprehensive framework has yet to be established to elucidate their interrelation as a cohesive process. This article advocates for an integrated conceptual framework that conceptualizes national emergency response as a tripartite system, thereby offering a consolidated perspective on the challenges posed by national emergencies. Each layer is scrutinized based on a common “administrative equation” encompassing mission, purpose, core functions, authorities, responsibilities, and accountability mechanisms. These layers are operationalized through organizational dimensions such as structure, processes, actor networks, technologies, and human resources. Moreover, the characteristics of these layers are assessed within the broader national political, social, cultural, and technological milieu. A particular focus is directed towards the influence of national values and public emergency culture in shaping the institutional framework of emergency administration. The article underscores the paramount significance of vertical alignment mechanisms among governance, management, and operations, identifying coordination, information integration, decision-making authority, and legitimacy as pivotal variables of alignment. By synthesizing diverse strands of scholarship, this framework establishes a foundation for comparative analysis, institutional diagnostics, and policy reform in national emergency response systems.
