تحلیل علی چالش‌های پیاده‌سازی اقتصاد مدور و صنعت 0/4 در صنعت فولاد (موردمطالعه: فولاد خوزستان)

چکیده
اقتصاد مدور و صنعت 0/4 به‌عنوان دو رویکرد تحول‌آفرین در صنعت فولاد، هم‌زمان اهداف پایداری زیست‌محیطی و ارتقای بهره‌وری را دنبال می‌کنند. این پژوهش با هدف شناسایی و تحلیل چالش‌های کلیدی پیاده‌سازی این دو رویکرد در شرکت فولاد خوزستان انجام شد. نخست با مرور نظام‌مند ادبیات و بهره‌گیری از یافته‌های پیشین، مجموعه‌ای از چالش‌ها در ده بعد اصلی شناسایی شد. سپس برای بررسی روابط علی و معلولی بین چالش‌ها از روش دیمتل فازی استفاده شد. نتایج نشان داد که در بعد منابع انسانی و مدیریت تغییر «ترس از کاهش جایگاه شغلی» و «ترس از انتقاد و نظارت»، در بعد مهارت‌های فنی «نیاز به آموزش‌های پیشرفته» و «نبود دانش تخصصی»، در بعد هزینه و بودجه «نیاز به سرمایه‌گذاری اولیه بالا» و «نیاز به نگهداری و ارتقای مستمر»، در بعد امنیت و حریم خصوصی «امنیت اطلاعات» و «ضعف سیاست‌های امنیتی»، در بعد توسعه فناوری «نبود زیرساخت شبکه» و «کمبود فناوری‌های بهبود»، در بعد پیچیدگی یکپارچگی «کمبود آگاهی از فناوری‌های نوین» و «کمبود شیوه‌نامه­های اشتراک داده»، در بعد کلان ‌داده و تحلیل‌ها «چالش ترکیب منابع مختلف داده» و «تفاوت در تفسیر داده‌ها»، در بعد راهبرد «نبود حمایت دولتی مؤثر» و «عدم برنامه‌ریزی برای صنایع نوین»، در بعد الگو مشارکتی «شکاف زیرساختی» و «ناسازگاری انسان و ماشین» و درنهایت در بعد آثار زیست‌محیطی «نبود قوانین زیست‌محیطی» و «کاهش منابع طبیعی» بهترتیب تأثیرگذارترین و تأثیرپذیرترین چالش‌ها به‌شمار میآیند.

Causal Analysis of the Implementation Challenges of the Circular Economy and Industry 4.0 in the Steel Industry (Case Study: Khouzestan Steel Company)

The circular economy and Industry 4.0 are two transformative approaches in the steel industry that simultaneously pursue environmental sustainability and productivity enhancement. This study aims to identify and analyze the key challenges in implementing these two approaches at Khouzestan Steel Company. First, through a systematic literature review and the use of previous research findings, a set of challenges was identified across ten main dimensions. Then, the fuzzy DEMATEL method was applied to examine the causal relationships among these challenges. The results indicate that in the human resources and change management dimension, “fear of job position reduction” and “fear of criticism and supervision”; in technical skills, “need for advanced training” and “lack of specialized knowledge”; in cost and budget, “high initial investment requirement” and “continuous maintenance and upgrade needs”; in security and privacy, “information security” and “weak security policies”; in technology development, “lack of network infrastructure” and “shortage of improvement technologies”; in integration complexity, “insufficient awareness of emerging technologies” and “absence of data-sharing protocols”; in big data and analytics, “difficulty in combining diverse data sources” and “differences in data interpretation”; in strategy, “lack of effective governmental support” and “absence of planning for emerging industries”; in the participatory model, “infrastructural gaps” and “human–machine incompatibility”; and finally in environmental impacts, “lack of environmental regulations” and “reduction of natural resources” represent the most influential and affected challenges.
