کاوش دیدگاه‌‌های کارکنان درباره کاربست ره‌کنش‌های افشاگری در سازمان با استفاده از شبکه خزانه

چکیده
استفاده اثربخش از ظرفیت‌‌های افشاگری در مواجهه با فساد در سازمان، مرهون شناخت و مدیریت ره­کنش­های آن است. در همین راستا، پژوهش حاضر با هدف کاوش دیدگاه‌‌های کارکنان درباره استعمال ره­کنش­های افشاگری با روش شبکه خزانه در فرمانداری راور انجام شد. به‌این‌منظور، 6 عنصر پژوهش از ادبیات پژوهش و 15 سازه دوقطبی از راه مصاحبه با 15 نفر از اعضای سازمان با روش‌‌های سه‌‌عنصری و تحلیل مضمون استخراج شدند. پس از ایجاد شبکه خزانه جمعی، تحلیل‌‌های آماری اسلتر، خوشه‌‌ای سلسله‌‌مراتبی، نیم‌‌رخ، فریدمن، مؤلفه‌‌های اصلی و مؤلفه‌‌های گروهی چندگانه روی داده‌‌ها انجام شد. بر‌اساس یافته‌‌ها، سازه‌‌ها در قالب دو خوشه تلنگر عمومی و فسادستیزی بخردانه دسته‌‌بندی شدند. همچنین معلوم شد حدود 90 درصد از واریانس عناصر در شبکه خزانه جمعی به‌وسیله دو مؤلفه مبادی اطلاع قانونی و مبادی انتشار عمومی تبیین می‌‌شوند. براساس یافته‌‌ها، مبادی اطلاع قانونی بیش از دیگر ره­کنش­ها به قدرت و اختیار رسمی برای فسادستیزی متکی هستند و بیش از آنها نیز اخلاقی تلقی و باعث کمک به حل مسئله، رسیدگی سریع، واقعی و تخصصی به آن و نیز مواجهه با فساد در جوی آرام می‌‌شوند و می‌‌توان به رسیدن نتیجه از رهگذر استفاده از آنها امید داشت. آن‌طورکه در این ره­کنش­ها، افشاگر بیش از دیگر ره­کنش­ها ادراک داشتن پشتوانه دارد و وجهه سازمان و آبروی متخلف با احتمال بیشتری محفوظ می‌‌ماند و کمتر باعث سوء‌‌تفاهم دیگران می‌‌شود.

The effective use of disclosure capabilities to deal with corruption in the organization depends on the knowing and managing of its tactics. In this regard, the present study was conducted with the aim of exploring the views of employees regarding the use of whistle blowing tactics using repertory grid method in Raver Governorate. For this purpose, 6 research elements from the research literature and 15 dichotomous constructs through interviews with 15 members of the studied organization, using triad method and thematic analysis, were elicitated. After creating the collective grid, Slater Analysis, hierarchcal cluser analysis, profile analysis, Friedman test, PCA, and MGCA were performed on gathered data. Based on the findings, the constructs were categorized in the form of two clusters: general flip and rational anti-corruption. Also, it was found that about 90% of the variance of the elements in the collective grid is explained by the two components: legal information grounds and public dissemination grounds. According to the findings, the legal information grounds rely more on official power and authority for anti-corruption than other tactics, and more than them, they are considered ethical and help to solve the problem, deal with it quickly, realistically and professionally, and also causing confrontation with corruption in a calm atmosphere and one can hope to achieve results by using them. As in these tactics, the whistle-blower has the support perception more than other tactics, and the prestige of the organization and the reputation of the offender is more likely to be preserved and less likely to cause misunderstandings by others.
