Public policy evaluation, as a critical phase in the public policymaking process, plays a pivotal role in ensuring the efficiency and effectiveness of policies within governance frameworks. The primary objective of this study is to systematically examine and analyze the body of Persian-language articles concerning public policy evaluation in Iran and to provide future directions for research in this field, utilizing the scoping review methodology. This study aims to identify prevailing trends, research methodologies, and existing gaps within the domain of policy evaluation. A total of 4.852 articles were initially identified through comprehensive searches of reputable scholarly databases in Iran using relevant keywords. Following the application of predefined inclusion and exclusion criteria—such as title screening, removal of duplicates and irrelevant articles, and thorough abstract analysis—135 scholarly articles were selected for further review. In addition, 18 additional articles were incorporated through general searches. Ultimately, 153 articles were analyzed for the final synthesis. The findings indicate that the majority of studies in this field have predominantly employed qualitative methodologies, with a primary focus on national-level issues and managerial topics. Notably, significant research gaps were identified in the utilization of integrated models and the application of mixed data approaches. The results also highlight research gaps, particularly the limited use of comprehensive models and mixed-methods approaches. Furthermore, the study emphasizes the need for greater attention to utility-focused evaluation, participatory evaluation, responsive evaluation, realist evaluation, case-based methods, and experimental evaluation designs.
