سخن سردبیر: مفهوم‌پردازی «بلوغ حکمرانی ملی» در فرآیند کشورداری: چیستی، ابعاد، پیشآیندها، پسآیندها و نحوه سنجش

چکیده
ضامن موفقیت اثربخش فرآیند کشورداری، میزان «بلوغ حکمرانی ملی» است زیرا خط‌مشی‌ها، تنظیم‌گرها و استانداردهای اقامه شده حکمرانی، محمل اصلی کیفیت اِعمال اداره امور عمومی بر کشور، شکل، محتوا و چگونگی انجام عملیات رتق و فتق امور جامعه محسوب می‌شود. براین‌اساس فهم «بلوغ حکمرانی ملی» برای خط‌مشی‌گذاران، سیاستمداران، مدیران، کارکنان و جامعه به‌طور‌کلی امری اساسی است. نویسنده با الهام از مفهوم بلوغ حکمرانی سازمانی، مفهوم «بلوغ حکمرانی ملی» را تئوریزه کرده است. این نوشته بر چیستی و ابعاد «بلوغ حکمرانی ملی»، زمینه‌سازان آن و دستآوردهای ظهور و بروز آن در فرآیند کشورداری متمرکز است. در پایان راهبردهایی برای سنجش و ارتقاء «بلوغ حکمرانی ملی» ارائه خواهد شد. پردازش مفهوم این پدیده در تولید دانش در حوزه کشورداری و همین‌طور ارتقاء کیفیت عمل کشورداری منشاء اثر خواهد بود.
