دستیابی به اهداف عالیه هر جامعه در گرو کیفیت انسجام سطوح کشورداری نهفته است زیرا حل مسائل عمومی هر جامعه‌ای ذیل خط‌مشی‌ها، راهبردها و رویه‌هایی معنا پیدا می‌کند که از قبلِ انجام کارویژه‌های اصلی حکمرانی، مدیریت و عملیات به‌عنوان سه سطح کشورداری تدوین و اجرای می‌شوند. مسئولیت همه این کنش‌ها بر عهده افرادی است که از آنها به‌عنوان زمامدار، سیاستمدار، خط‌مشی‌گذار، مدیر، کارشناس یا مستخدم کشوری یاد می‌شود. رکن رکین موفقیت در فرآیند کشورداری «تقبل مسئولیت‌ها و اتخاذ بهنگام تصمیم‌ها، خط‌مشی‌ها، مقررات، راهبردها و رویه‌های و پاسخگو بودن در قبال تبعات آنها» است. گاهی اوقات رفتار نادرستی در میان صاحبان مسئولیت و حاملان پاسخگویی در فرایند کشورداری ساطع می‌شود که این فرایند حیاتی اداره جامعه را مخدوش می‌سازد. در ادبیات کشورداری از این رفتار به‌عنوان «نپذیرفتن مسئولیت و پاسخگو نبودن» یاد می‌شود که با درجات مختلفی در همه کشورها وجود دارد. پردازش مفهومی این پدیده، پیشآیندهای شکل‌گیری و پسآیندهای رخ دادن این پدیده هدف غایی این نوشته است.
