تأملی بر موانع سازمانی اجرای استراتژی در دانشگاه‌های بزرگ دولتی ایران؛ رویکرد چندمطالعه ای

چکیده
پژوهش حاضر با هدف شناسایی و ارزیابی وضعیت موجود موانع سازمانی موثر بر اجرای کارآمد استراتژی­ در دانشگاه­ها و مراکز آموزش­عالی انجام گرفت. برایناساس از طرح چند مطالعه­ای یعنی ترکیب روش­های مضمون­یابی، مطالعه موردی کیفی و پیمایش استفاده گردید. در مطالعه اوّل؛ با استفاده از روش مضمون­یابی، مطالعات صورت گرفته در حوزه اجرای استراتژی در پایگاه­های علمی معتبر با رویکرد هدفمند موردبررسی قرار گرفته و تحلیل گردید. در مطالعه دوم با بهره­گیری از مطالعه موردی کیفی نیز دیدگاه­ها و تجارب 15 نفر از مدیران دانشگاه شیراز با رویکرد هدفمند و معیار اشباع نظری و از طریق مصاحبه نیمه­ساختند، موردبررسی قرار گرفته و سپس با استفاده از تکنیک تحلیل مضمون، داده ­ها تحلیل شدند. همچنین در مطالعه سوّم و در بخش ارزیابی، وضعیت موانع کلیدی موثر بر اجرای کارآمد راهبردی در پنج دانشگاه برتر کشور با استفاده از روش پیمایشی دیدگاه 366 نفر از مدیران میانی سنجیده شده است. یافته­ های حاصل از پژوهش حاکی از آن بود که موانع سازمانی متعددی ازجمله موانع مربوط به رهبری دانشگاهی، ماهیّت استراتژی، فرهنگ دانشگاهی، منابع مالی، فناوری، ارتباطات، پایش استراتژی، ساختار و منابع انسانی اجرای استراتژی در دانشگاه­های بزرگ کشور را متاثر کرده است. همچنین نتایج پژوهش نشان داد که در دانشگاه تهران، فرهنگ دانشگاهی؛ در دانشگاه شیراز، فرهنگ دانشگاهی؛ در دانشگاه امیرکبیر، ساختار؛ در دانشگاه علم و صنعت، منابع انسانی و در دانشگاه شریف، ساختار؛ مهمترین موانع سازمانی اجرای کارآمد استراتژی­ دانشگاهی به شمار می‌روند.

چکیده English

The purpose of this study was to identify and evaluate the current status of organizational barriers affecting the implementation of strategy in public universities. For that reason, a multi-study design was used by a combination of review scoping, a qualitative case study and a survey. At the first study, we used review scoping, and analyzed studies in strategy implementation. The studies were selected with purposeful sampling from the scientific databases. At the second study by using a qualitative case study, views of 15 managers of Shiraz University were considered through semi-structured interviews and then data were analyzed using thematic analysis technique. Likewise, at the third study and the evaluation section, the status of key barriers to effective strategy implementation in the top five universities in the country has been assessed by using a survey method. Findings of the study indicated that numerous organizational barriers including academic leadership, the nature of strategy, academic culture, financial resources, technology, communication, strategy monitoring, structure and human resources in the public universities that have affected Strategy Implementation. The results also revealed that Academic cultureat Tehran University and Shiraz University,structureat Amirkabir UniversityandSharif University,and human resourcesat Science and Technology University,were the most important barriers to strategy implementation.
