The current research was conducted with the aim of identifying the dimensions and components of human resource competence architecture in government organizations with the research environment of the Ministry of Energy. The study is practical in purpose, qualitative in data type, and descriptive-survey in nature and methodology. to identify the factors of competence architecture, the qualitative method using thematic analysis strategy has been used. The study’s statistical population comprised 12 experts, including management professionals from the Ministry of Energy and its subsidiaries, who were purposefully selected for semi-structured interviews. Results indicated that three dimensions are effective in the competence architecture of human resources in the Ministry of Energy. The first factor, "competent human resource managers" includes the components of "communication skills, team development skills, and leadership skills", the second factor, "competent systems and processes" consists of three components, "educational development processes, effective human resources processes, and Organizational coordination processes". and the third factor titled "competent human resources", encompasses two components "strategic competencies and operational competencies". This research concludes by offering insights for implementing the proposed model within the Ministry of Energy.
