Purpose: The phenomenon of mismanagement poses a serious threat to public administration, especially in developing countries known as third world countries, impacting public interests and causing deep and destructive effects at various levels. Therefore, the necessity of thorough research and insightful examination of this phenomenon and the identification of its various forms and instances is undeniable. The aim of this study is to clarify the concept of Organizational Sainte Alliance through a qualitative method
methodology: The research is based on a thematic analysis strategy. Data collection involved semi-structured interviews with 15 selected experts using a purposeful approach and theoretical saturation criterion. The meaningful expressions from the interviews were were analyzed according to the step-by-step process of thematic analysis by Braun and Clarke, and were organized within the framework of concepts, sub-themes, and main themes.
Research Findings: The research findings led to the identification of 3 main themes, 11 sub-themes, and 55 concepts. In behavioral aspect, themes included recommendability, developing relationships with rulers, creating grounds for the infiltration of unworthy groups into the organization. In functional aspect, themes like undermining the organization and its resources, politics in appointments, executing orders of influential individuals outside the organization, and interpreting and applying laws subjectively. In the attitudinal aspect, themes of insular perspective, flattery-centeredness, lack of tolerance and leniency, and superficiality were identified.
